Is there anywhere you can actually get free ringtones?

Depends on your phone. I have a V3 Razr.





I use a program called tools for phone. It cost me 40 bucks. But I have seen it on E-bay for less than 5. It will include a USB cable to hook up your phone. You can take any MP3 on your PC and pick any section of that MP3 and make it a ring tone on your phone. t will let you add fade and all that nice stuff. You can even make your own wallpapers for your Razr. Plus if you have friends with a V3 Razr they can use the program too. It's not limited to just 1 phone. It really is a great program to use.
